Oxfam is a global movement working to end the injustice of poverty, operating across more than 90 countries through an international confederation of affiliates and local partners.

About The Role

Oxfam in Africa is seeking a WE Care Programme Manager to drive its WE-CARE strategy, maintaining programme quality and ensuring alignment with continental gender justice advocacy and global care policy objectives. This role connects WE-CARE work with the Gender Justice, Economic Justice and Accountable Governance pillars, ensuring that insights from partners, Women's Rights Organisations and field teams in Zimbabwe, Kenya, Uganda and Ethiopia feed into policy, advocacy and learning work. The WE Care Programme Manager will also support engagement on the care agenda at national, regional and continental levels, including with AU Specialized Technical Committees, linking care work to wider feminist economic justice processes.

The role also oversees programme implementation and sustainability across key countries, working with Oxfam country teams, partners and networks to lead initiatives on recognition, reduction and redistribution of unpaid care and domestic work, care-responsive public services and social protection, and gender-care intersections. The WE Care Programme Manager will act as the principal donor focal point for the Hewlett Foundation and other care donors, ensuring high-quality planning, budgeting, MEAL, partnership and advocacy.

Location and Contract

  • Location: Flexible within the Africa region, in any country with an Oxfam office or presence in Sub-Saharan Africa, with a preference for Southern Africa or Kenya; subject to being able to establish a contract of employment directly or via a hosting affiliate
  • Contract: Fixed term, 1 year
  • Internal Job Grade: C1, National
  • Salary: In line with the Oxfam pay range
  • Oxfam cannot guarantee a work permit for this role; candidates must already hold the legal right to work in their chosen location, and relocation support is not available
  • Oxfam supports flexible working arrangements and is open to discussing options that suit the successful candidate

What We're Looking For

  • Substantial experience managing complex, multi-country programmes in an INGO setting, ideally in Africa
  • Strong understanding of gender justice, women's rights, and unpaid care and domestic work
  • Proven expertise in strategic planning, budget management as Budget Holder, donor compliance and high-quality reporting, particularly with foundation donors including the Hewlett Foundation
  • Track record of feminist partnership working with Women's Rights Organisations and networks
  • Experience linking programme evidence to policy influence and advocacy at national, regional and continental levels
  • Strong communication and collaboration skills, with the ability to provide functional leadership to diverse, remote teams across Zimbabwe, Kenya, Uganda and Ethiopia
  • Ability to drive programme quality, MEAL and learning
  • Feminist leadership, strong analytical skills and resilience in complex environments
  • A deep commitment to Oxfam's values and safeguarding principles
  • Fluency in English is essential; French is highly desirable
  • Willingness to travel is required
